Update: More screw ups by folks who can actually be sued, two barges are loose in the river, taking out water intakes in St. Charles Parish.
… appear to be screwing things up in New Orleans Ninth Ward.
First there is a railroad bridge stuck in the down position without any way to raise it, backing up water in the canal.
Then there is a barge loose in the canal, which seems unthinkable considering this.
At least in the case of private comapnies, there is civil law to protect citizens. That doesn’t do much if folks are effected by these mistakes in the by-and-by.
Also, from the “news story based on a casual observation” nola.com is saying the spray from winds makes it look like the river is flowing backwards. It isn’t, but it appears to be because of the wind. Of course the headline just says it is flowing backwards. That’s entertainment.
Good news, bad news. As I understand it, you can sue a ship owner for damages, but under maritime law, their liability is limited to the value of the vessel involved in the mishap.
