What’s with Douglas Brinkley? Forty billion would be more than the cost for the entire Interstate Highway System? What about adjusting for inflation? And even a cursory search shows that the cost estimate for finishing the *initial* Interstate system was $25 billion over 12 years. How many miles and interchanges have been added since? Is he on glue?
Also, the federal government ultimately has no control over land use policy. That’s left up to the states, and by largely national tradition and Louisiana law, it’s up to local governments. Where the Bush admin. could step in is with money for direct buyouts. It had that opportunity within the first six months after Katrina with the Baker bill, and rejected it.
